因药检呈阳性而被剥夺了2006年环法自行车赛冠军头衔的美国车手兰迪斯日前终于向外界承认，自己在职业生涯的过程中的确系统的服用过违禁药物，同时兰迪斯也试图将自己的同胞、环法七冠王阿姆斯特朗拖下水，称对方同样存在服用禁药的行为。上述消息被曝光之后，阿姆斯特朗也坐不住了，他不但公开回击兰迪斯关于自己曾服用禁药的指责，并已经着手试图用法律的手段维权。

European Union Finance Ministers have accepted the need for sanctions against EU countries which ran out too much debt.At a meeting in Brussels on how to tackle the current financial crisis caused by large date debts on falling confidence in the Euro.The ministers have agreed to a German call for budget deficits to be brought under control.From Brussels .Here is Benchel.

Euro's finance ministers have finally indicated how they would try to avoid the debt crisis that Greece had tracked much of the Continent into amongst other measures ministers will create a crises mechanism designed to deal with another EU country to finance some unable to pay its debts. Stronger economic governments will also ensure countries are honest about their budget numbers . In presenting results of his first task force meeting ,the President of the European council Herman Van Rompuy emphasized that although the process had only just begun ,there was a strong political will to improve the management of the European economy.

A car bomber in Iraq has killed at least 20 people at a market in Iran ,north of Baghdad.The police said more than 50 people were wounded in the attack.Germil reports from Baghdad.

The bomb went off in the early evening in the mainly Shiite town of Khalis about 80 kilometers north of Baghdad.The car containing mixed  explosives had been parked in front of the cafe in a busy street market. It was detonated at a time when the area was sure to be crowded with people taking advantage of the evening called after the heat of the day.Such indiscriminant attacks against Shiite areas have been a feature of the recent violence apparently aimed at provoking a sectarian reaction against Sunnis.
