金融危机席卷全球之后，国外市场需求萎缩，打击了中国的出口贸易，给外贸出口和加工制造业造成了不小的影响。在此次政协会议召开之际政协秘书处收到的提案中，就有不少委员建议进一步扩大内需，缓解经济衰退的冲击。

赵（启正）说：“大多数政协委员认为国家应进一步采取措施扩大内需，刺激消费。”他还表示，正因为此，政协代表们非常想了解国家的5860亿美元经济刺激方案的资金使用情况。

在上面的报道中，propel domestic demand就是指“扩大内需”，还可以说成expand domestic demand。Domestic demand即指“国内需求”。Domestic除了可以表示“国内的”，还常用来指“家庭的”。最近的domestic and foreign news（国内外新闻）讲了不少domestic violence（家庭暴力）事件。Susan is a very domestic sort of woman.（Susan是个十足的家庭妇女），平时也有很多domestic troubles（家庭纠纷），看到这些担心极了。

Propel常用来表示“推进、鼓励”，例如to use oars to propel boats（用桨划船）。而expand则用来表示扩展，扩张。Jim是个a person propelled by ambition（受野心驱策的人），总不甘心于现状。开会时，他抓住机会expand his view（阐述自己的观点），论述了possibility of expanding trade（扩大贸易往来的可能），并且expand his short report into a long one.（把他的简短陈述扩展为长篇报告）。

城乡差距英语怎么说？ rural-urban divide

去年以来，受国际金融危机影响，中国经济下行压力加大，就业形势不容乐观。全国政协十一届二次会议开幕前，全国政协委员们纷纷提交提案，围绕国家大事和人民群众普遍关心的问题积极建言献策。

中国人民大学财政与金融学院副院长赵锡军说：“政府为迎接当前挑战采取任何深入措施时应当考虑到全球经济形势以及各省、地区的具体情况。边境贸易，就业以及城乡发展差距等都会成为今年政协委员们热议的话题。”

上面的报道中，rural-urban development divide就是“城乡发展差距”，近些年经常被提到的“城乡收入差距”则是rural-urban income gap，概言之都是rural-urban divide（城乡差距）。城乡发展不平衡是各国工业化进程中共有的现象。按照经济理论，经济发展过程中，城乡差距总是先逐步扩大，然后缩小的。中国是一个经济社会发展不平衡的大国，由不平衡发展走向均衡发展的过程中，本应逐步缩小的城乡差距，这些年有进一步扩大的趋势。

Divide在这里做“差距，差别”讲，另外也有“分水岭，重大分歧”的意思，比如：There is a great divide between the two parties on how to deal with air pollution.（双方在如何解决空气污染问题上存在严重分歧）。
